ASHRAE Level 3 Energy Audits are often utilized for major projects where professional engineering services are necessary, such as major HVAC  upgrades, re-design and/or re-engineering of HVAC systems, energy management systems,  building structural changes, etc. The project funding source may require  this level of analysis, but Level 3 is very expensive and unnecessary for most  projects. The field inspection and computer analysis is similar to that of the  ASHRAE Level 2 Comprehensive Energy Audit and report format is also similar, but  it also includes audit certification by a Professional Engineer and bid specification services. The typical cost for a Level 3 is $10,000 and up,  depending on building size.
